Richard "Rick" Oliva, a devoted family man, respected law enforcement leader, and adventurous spirit, joined his beloved son Joe in Heaven on April 14, 2026. Born on December 29, 1954, in Milwaukee, Wisconsin, Rick’s life was marked by a deep commitment to service, love, and a zest for exploration that he generously shared with those closest to him.
Rick’s distinguished career in law enforcement spanned an impressive 45 years, highlighted by his dedicated service with the Milwaukee Police Department and culminating in his influential role as Chief of Police in Franklin, Wisconsin. His professional journey reflected a man of great integrity and unwavering dedication to the safety and well-being of his community. His education laid a strong foundation for his career; he was a proud graduate of Bay View High School and the University of Wisconsin-LaCrosse, further honing his expertise at the prestigious FBI Academy in Quantico, Virginia.
Beyond his professional achievements, Rick was a man whose personality shone brightly with a great sense of humor and a heartfelt commitment to his family. He found immense joy in being described as the best dad in the world—an honor he embraced through countless individual trips with his children, from special trips to Japan and Mexico with Hannah, RV trips with Joe, to simple, cherished moments like singing along to music in the car with Hannah or popcorn-filled Saturday nights watching Svengoolie with his beloved son Joe. These memories paint a picture of a father who found joy in both grand journeys and everyday rituals.
Rick’s passions extended beyond family and work. He was an avid traveler, a certified scuba diver, and a lover of the great outdoors—often found camping and hiking, exploring new horizons with the same enthusiasm that characterized his approach to life. He earned his pilot’s license and enjoyed the freedom and perspective that flying offered. Running was another of his pursuits—a testament to his vibrant spirit and dedication to living life fully.
Rick is survived by his beloved wife of 35 years, Jackie (nee Voegeli), a steadfast partner who shared in his journey and supported his many adventures. He is also lovingly remembered by his daughter, Hannah, who carries forward his legacy of love and curiosity. Among his siblings are Geri Mascari, Joe Oliva, Jim (Cheryl) Oliva and Marilyn St. Martin, who, along with his brothers and sister-in-law Rhonda (Curt) Innes, Brian (Carrie Xander) Voegeli and Jim (Renee Koerner) Voegeli, hold dear the memories of their brother. He was also the son-in-law to Alice Voegeli, and the extended circle of numerous nieces, nephews, cousins, and friends who knew and loved Rick are comforted by his lasting presence in their lives.
Rick’s life was poignantly marked by the loss of his son, Joe Oliva, a sorrow that deepened the appreciation for the preciousness of family bonds. He also mourned the passing of his brother-in-law Tim St. Martin and his parents, Joseph and Mary Oliva, as well as his father-in-law, Howard Voegeli. These losses, while profound, stood testament to a life richly entwined with family ties and enduring love.
To know Rick was to know a man of great character—a loving husband, devoted father, trusted friend, and exemplary public servant. His legacy is one of integrity, adventure, and an unshakable devotion to those he loved.
